SUBJECT:
Crosstown Electrical & Data, Inc. Contract Amendment
RECOMMENDED ACTION
It is recommended that the City Council authorize the City Manager to approve an amendment to the existing contract with Crosstown Electrical & Data, Inc. for an additional $75,000, for a revised not-to-exceed contract amount of $175,000 for traffic signal maintenance.
BACKGROUND
The Public Works Traffic Program is responsible for maintaining twenty-eight (28) traffic signals throughout the City. Quarterly routine preventative and some corrective maintenance to the traffic signal cabinets, traffic signal lights, and traffic signal devices are performed by the Traffic Program. The program also utilizes a contractor for corrective emergency repairs, conflict monitoring maintenance, and technical assistance needed to components of the traffic signals which include assemblies, electrical wiring, detection systems, preemption devices, and camera systems. In August 2020, the City conducted a request for proposals for Traffic Signal Maintenance and Crosstown Electrical & Data, Inc. was deemed the lowest responsible/responsive bidder.
ISSUES/ANALYSIS
The current contract with Crosstown Electrical & Data, Inc. is for a not-to-exceed amount of $100,000. Due to various emergency repairs throughout the City, additional contract authority will be required for the new Fiscal Year. These emergency repairs included three (3) traffic signal knockdowns and two (2) traffic cabinet replacements, which were related to traffic accidents, vandalism, and electrical wiring. The most recent emergency repair from a traffic accident at Main Street and Cottonwood Avenue resulted in re-wiring the entire intersection and replacement of all components in the traffic cabinet, cameras, and three (3) traffic signal heads. Based on the emergency repairs and overall maintenance, staff estimates an additional $75,000 will be sufficient for corrective maintenance, conflict monitoring maintenance, and technical assistance for the remainder of the contract term.
FISCAL IMPACT
Sufficient funding has been included in the Fiscal Year 2022-23 Proposed Operating Budget.
