Amend the FY 2022-23 Budget to Accept and Appropriate CalRecycle FY 2021-22 Waste Tire Amesty Grant Program Funds

RECOMMENDED ACTION
It is recommended that the City Council adopt Resolution No. 2022-054 amending the FY 2022-23 Budget to accept CalRecycle FY 2021-22 Waste Tire Amnesty Grant Program funds and appropriate funds to certain grant related expenditures.

BACKGROUND
The Local Government Waste Tire Amnesty Program is administered by the California Department of Resources Recycling and Recovery (CalRecycle). This program provides funding for date-specific events that allow residents to bring waste tires to convenient locations for proper management and disposal. Grant funding from the Tire Amnesty Program can be used to fund the cost of loading tires into transporting vehicles at waste tire amnesty events, the cost of transportation and disposal by an approved hauler, salaries and benefits of personnel who administer the grant, and the development and distribution of educational materials or advertising tire amnesty events.

ISSUES/ANALYSIS
The City of Hesperia has been very successful in receiving Waste Tire Amnesty Grant Program funds. Each year, the City hosts approximately four events that are both popular amongst residents and very successful. During the FY 2019-20 Tire Amnesty grant term, 5,055 tires were collected over eight tire amnesty events.

The City applied for the FY 2021-22 Waste Tire Amnesty grant in April of 2021; however, shortly after applications were submitted, the City was notified by CalRecycle that we would not be receiving first round grant funds. Due to the Covid 19 pandemic, CalRecycle received less funds and therefore had less funding available for California cities.

Since the City was informed we were not receiving funding for the Waste Tire Amnesty grant, funds were not included for these activities in the FY 2022-23 Adopted Budget. However, after budget preparation, City staff was notified that the City would be receiving round two Waste Tire Amnesty funds in the amount of $38,802 in FY 2022-23. Therefore, a budget amendment is needed to accept and include these grant funds in the FY 2022-23 Budget.

FISCAL IMPACT
Due to the late notification, the City’s Fiscal Year 2022-23 Adopted Budget does not include funds allocated for the FY 2021-22 Waste Tire Amnesty Grant Program. Therefore, staff is requesting approval from the City Council to increase Fund 256 Budget by appropriating $19,401 for FY 2022-23 via Resolution No. 2022-054. .
