Contract Amendment with TKE Engineering, Inc for Inspection Services for the Construction of the Hesperia Park and Ride Facility
RECOMMENDED ACTION
It is recommended that the City Council authorize the City Manager to amend the agreement between the City of Hesperia and TKE Engineering, Inc (TKE) in the amount of $19,979 for a total not-to-exceed contract amount of $64,979, to include additional construction inspection services.
BACKGROUND
Currently, the City contracts with TKE Engineering, Inc for a variety of engineering related services. In August of 2021, the City entered into a separate Professional Services Agreement with TKE for inspection services specifically for the construction of the Hesperia Park and Ride Facility project. This Capital Improvement Project was partially funded through federal Congestion Mitigation Air Quality funds; therefore more frequent and detailed inspections were required and the City did not have the staff available to properly complete and comply with the federal inspection requirements.
ISSUES/ANALYSIS
Delays occurred throughout this project due to outside factors beyond the City’s control including the Caltrans permitting process, delays in obtaining materials due to supply shortages, and weather. These delays added thirty days to the original construction schedule. TKE provided an inspector for every day of the week to maintain detailed inspection reports and to comply with federal inspection and reporting requirements. As a result, the inspection time included in the original contract between the City and TKE had to be extended resulting in an increase of $19,979 to the original contract amount.
FISCAL IMPACT
A Fiscal Year 2021-22 Fourth Quarter Budget Amendment of $19,797 will be requested.
