SUBJECT:
Vehicle Procurement for Streets Maintenance Program – One Super-Duty Truck
RECOMMENDED ACTION
It is recommended that the City Council authorize the City Manager to approve the procurement of one (1) 2023 Ford F-350 4 x 4 Super-Duty truck, award the bid to Fairview Ford in the not-to-exceed amount of $50,114.
BACKGROUND
The Fiscal Year (FY) 2022-23 Budget includes funding for the replacement of vehicle 1463, a 1990 Chevrolet K3500 truck with over 136,000 miles, and has reached the end of its useful life as annual costs attributed to maintaining this asset exceeds salvage value. The new vehicle can carry cinder spreaders and de-icing attachments which are crucial components of winter road maintenance. In addition, the truck can carry a dump bed insert that allows fast movement of various materials used for City services including, tree branches, dirt, gravel, sand, building materials, and trash.
ISSUES/ANALYSIS
A formal request for bid (RFB) was released on Thursday, October 20, 2022, soliciting bids from vendors both locally and out of the area to maximize bid response. A public bid opening was held for RFB 2022-23-004 on Tuesday, November 1, 2022, and one response was received from Fairview Ford. Vendors who did not respond include Victorville Chevrolet, Mountain View Chevrolet, Rotolo Chevrolet, Greiner GMC, Sunland Ford, and Mark Christopher Chevrolet. Staff recommends awarding the bid to Fairview Ford who has the vehicle under production and has been deemed to be the lowest responsive/responsible bidder and currently manufacturing the truck.
FISCAL IMPACT
Funding for the purchase of the replacement vehicle has been included in the FY 2022-23 Budget.
