Update to Sewer System Management Plan (SSMP)
RECOMMENDED ACTION
It is recommended that the City Council adopt and implement the updated five (5) year Sewer System Management Plan (SSMP), covering 2022 through 2027 in accordance with State regulations.
BACKGROUND
On May 2, 2006, the State Water Resources Control Board (SWRCB) adopted a General Waste Discharge Requirement (WDR) for all publicly owned sanitary sewer collection systems in California with more than one mile of sewer pipe. The goal of the WDR is to provide a consistent statewide approach for reducing Sanitary Sewer Overflows (SSOs).
One of the requirements of the WDR is the preparation and implementation of a SSMP designed to reduce occurrences of sewer spills outlined by eleven (11) required elements. The City Council first adopted the City’s SSMP on March 21, 2007. In accordance with the requirements of the WDR, the SSMP must be updated every five years with Council approval to incorporate current procedures and standards, and to ensure proper management, operations, and maintenance of the City's sewer infrastructure.
In addition, the Lahontan Regional Water Quality Control Board establishes rules and oversees the water quality in the waters of the State of California and around the City of Hesperia where SSOs are reported to.
ISSUES/ANALYSIS
The SSMP was updated on November 21, 2017. There have been minor updates to this current SSMP, which include personnel and job title descriptions for monitoring, reporting, response, and communication in the event of an SSO. With the City’s continued proactive maintenance on the City’s sewer system, which includes cleaning and video recording, minimal SSOs are experienced. The City recognizes the importance of protecting the City’s water quality and continues to provide proactive maintenance to prevent any SSOs.
