SUBJECT:
Award of Professional Services Agreement for Contract Planner
RECOMMENDED ACTION
It is recommended that the City Council approve the award of a Professional Services Agreement (PSA) to 4Leaf, Inc. for a term of two (2) years, in the not-to-exceed amount of $435,760, for Contract Planner Services.
BACKGROUND
Planning performs professional planning work in land use and urban planning including current and/or advanced planning projects, and the implementation of the City’s General Plan, as well as related policies and regulations. During extremely busy periods in the development community, it becomes necessary to contract for planning services in order to provide and maintain a high level of customer service to the development community. These services include, but are not limited to, the preparation of planning studies and reports on routine planning projects and to conduct research in the preparation of ordinances and special studies.
ISSUES/ANALYSIS
Due to the City’s need for Professional Planning Services, City staff has elected to seek Contract Planner Services to keep pace with development in the City in lieu of hiring additional staff. The contract would provide the flexibility to increase or decrease the volume and frequency of contracted services depending on the fluctuating project workloads.
In September 2022, a Request for Proposal (RFP) for City Contract Planner Services was released. During the City’s Contract Planner Services RFP proposal acceptance timeframe, a total of thirty-eight (38) planning firms were contacted either through e-mail, City’s Public Purchase, or through the City website in the hopes of receiving a multitude of proposal submissions. The deadline for submitting proposals was Tuesday, October 13, 2022 at 1:00 PM, with a total of one proposal received. A review panel consisting of three (3) City staff members reviewed and scored the proposal and upon the panel’s completion of the proposal review, it was determined that 4 Leaf, Inc. submitted a comprehensive and complete proposal for Contract Planner Services.
FISCAL IMPACT
The availability of budgetary savings within the General Fund will be reviewed and if budget savings are not available, a budget amendment will be requested during the mid-year or fourth quarter budget review.
