SUBJECT:

Vehicle Procurement – Replacement Truck

RECOMMENDED ACTION
It is recommended that the Board of Directors of the Hesperia Water District (HWD) authorize the City Manager to approve the procurement of one (1) 2023 Ford F-550 super-duty truck for the Production Program; adopt Resolution HWD No. 2023-01 amending the Fiscal Year (FY) 2022-23 Budget by an additional $133,000; and enter into an agreement with Sunrise Ford, in the not-to-exceed amount of $133,000.

BACKGROUND
On October 23, 2022, vehicle 1166 was stolen from the Hesperia Public Works Yard. The 2004 Ford F-450 super-duty truck was purchased in 2004 for $51,025 and has over 138,000 miles. The Fiscal Year (FY) 2022-23 Budget does not include funding for the replacement of this vehicle.

ISSUES/ANALYSIS
Although the vehicle was recovered, it is proposed to replace the vehicle due to the amount of damage sustained. Also it is at the end of its useful life as annual costs attributed to maintaining this asset exceeds the salvage value of approximately $4,000. The catalytic converter was taken, the ignition damaged, the utility body drawers were removed, locks destroyed, and the crane was damaged. Estimated repairs to the vehicle and utility body are estimated at $10,000 and a new crane is valued between $12,000 to $15,000. A chassis could be purchased for approximately $60,000, however, swapping the existing body would cost another $5,000. In addition, Sunrise Ford can secure the truck by April 2023.

FISCAL IMPACT
Funding for the Water Production vehicle is not included in the FY 2022-23 Budget. Therefore, staff is requesting approval from the Board of Directors to increase the Water Operating Fund 700 budget by $133,000 via Resolution HWD No. 2023-01.
