Dara FEIR Attachment 1-Updated GHG Analysis 1 of 4
Background
The Dara Industrial Project, City of Hesperia CUP22 -00003 (Project) proposes development of a single warehouse building of up to 750,000 square feet on an approximately 43.28-acre site. The Project site is located at the northwest corner of Highway 395 and Polar Street. Location of the Project site is presented at Figure 1. The Project Development Concept is presented at Figure 2.

Co
nsistent with provisions and requirements of the California Environmental Quality Act (CEQA), potential environmental impacts of the Project have been considered and addressed in Dara Industrial Project Draft EIR, October 2022 (SCH No. 2022040060, Draft EIR). The Draft EIR was distributed for public review and comment July 27, 2022 through September 12, 2022. Responses to comments provided on the Draft EIR, together with revisions to the Draft EIR are presented in Dara Industrial Project Final EIR, October 2022 (Final EIR).1 Th
e Project was approved by the City of Hesperia Planning Commission (Planning Commission) at the public hearing of January 26, 2023 . Concurrent with the Project approval, the Planning Commission Certified the Project EIR.

Cen
ter for Biological Diversity (CBD) Comments and Responses As a private agency, the Center for Biological Diversity (CBD) has provided comments on the Project and the Draft EIR. Responses to CBD comments are provided in the Final EIR.

Upda
ted Project GHG Emissions Analysis
Subsequent to approval of the Project and Certification o f the EIR by the City of Hesperia , CBD offered additional comments that has resulted in furthe r analysis of the Project GHG emissions, and identification of measures that would re duce the Project GHG emissions . That analysis and those measures are presented here.

In
response to comments provided by CBD, updated Project GHG emissions analysis has been accomplished. Notable aspects of the updated Project GHG emissions analysis are:
• Project GHG emission modeling has been updated per California Emissions Estimator Model (CalEEMod) v. 2022.1. This latest version of CalEEMod more accurately calculates greenhouse gas emissions to reflect incumbent GHG emissions regulatory requirements. 2 1 Collectively, the Draft EIR and Final EIR are referred to herein as the EIR. 2 CalEEMod GHG emissions modeling is provided at Exhibit 1.

Dara FEIR Attachment 1-Updated GHG Analysis

4 of 4
• The updated GHG analysis reflects incorporation of additional Project Design Features (PDFs) that will reduce Project GHG emissions. These PDFs include:
o The proposed warehouse building shall be entirely powered by electricity. Use of natural gas for heating, cooling, refrigeration or other purposes is prohibited. o The proposed warehouse building shall not include refrigerated storage. o The proposed warehouse building shall incorporate rooftop solar panels. Rooftop solar panels shall provide 100 percent of the warehouse building electrical power requirements.
o All drive aisles and parking areas shall be constructed with cool pavements or equivalent solar-reflective materials.
o Only super compliant VOC surface treatments (paints, varnishes) are permitted to be used in construction and maintenance of the Project facilities. o All on-site motorized vehicles shall be zero-emissions (ZE).

Results of the updated Project GHG emissions analysis are summarized at Table 1.

Source: Urban Crossroads, Inc., February 2023.

The Project hereby adopts and implements the SCAQMD 3,000 MTCO2e/year GHG emissions threshold. As indicated at Table 1, Project GHG emissions would total 2,211.57 MTCO2e/year and would not exceed the SCAQMD 3,000 MTCO2e/year GHG emissions threshold. It is recommended that the City require and enforce implementation of the Project GHG Emissions Reduction Design Features noted above as Project Conditions of Approval.

6. Climate Risk Detailed Report

6.1. Climate Risk Summary
Cal-Adapt midcentury 2040–2059 average projections for four hazards are reported below for your project location. These are under Representation Concentration Pathway (RCP) 8.5 which assumes GHG emissions
will continue to rise strongly through 2050 and then plateau around 2100.

Climate Hazard Result for Project Location Unit
14441-Hesperia Industrial (ITE 150) Detailed Report, 2/25/2023 23 / 29
Temperature and Extreme Heat 33.6 annual days of extreme heat Extreme Precipitation 4.95 annual days with precipitation above 20 mm Sea Level Rise 0.00 meters of inundation depth
Wildfire 22.7 annual hectares burned
Temperature and Extreme Heat data are for grid cell in which your project are located. The projection is based on the 98th historical percentile of daily maximum/minimum temperatures from observed histor
ical data (32 climate model ensemble from Cal-Adapt, 2040–2059 average under RCP 8.5). Each grid cell is 6 kilometers (km) by 6 km, or 3.7 miles (mi) by 3.7 mi.

Extreme Precipitation data are for the grid cell in which your project are located. The threshold of 20 mm is equivalent to about ¾ an inch of rain, which would be light to moderate rainfall if received over a full da
y or heavy rain if received over a period of 2 to 4 hours. Each grid cell is 6 kilometers (km) by 6 km, or 3.7 miles (mi) by 3.7 mi.

Sea Level Rise data are for the grid cell in which your project are located. The projections are from Radke et al. (2017), as reported in Cal-Adapt (2040–2059 average under RCP 8.5), and consider different increments
of sea level rise coupled with extreme storm events. Users may select from four model simulations to view the range in potential inundation depth for the grid cell. The four simulations make different assumptions about expected rainfall and temperature are: Warmer/drier (HadGEM2-ES), Cooler/wetter (CNRM-CM5), Average conditions (CanESM2), Range of different rainfall and temperature possibilities (MIROC5). Each grid cell is 50 meters (m) by 50 m, or about 164 feet (ft) by 164 ft.

Wildfire data are for the grid cell in which your project are located. The projections are from UC Davis, as reported in Cal-Adapt (2040–2059 average under RCP 8.5), and consider historical data of climate, v
egetation, population density, and large (> 400 ha) fire history. Users may select from four model simulations to view the range in potential wildfire probabilities for the grid cell. The four simulations make different assumptions about expected rainfall and temperature are: Warmer/drier (HadGEM2-ES), Cooler/wetter (CNRM-CM5), Average conditions (CanESM2), Range of different rainfall and temperature possibilities (MIROC5). Each grid cell is 6 kilometers (km) by 6 km, or 3.7 miles (mi) by 3.7 mi.

The sensitivity score reflects the extent to which a project would be adversely affected by exposure to a climate hazard. Exposure is rated on a scale of 1 to 5, with a score of 5 representing the greatest e
xposure.

The adaptive capacity of a project refers to its ability to manage and reduce vulnerabilities from projected climate hazards. Adaptive capacity is rated on a scale of 1 to 5, with a score of 5 representing the g
reatest ability to adapt.

The overall vulnerability scores are calculated based on the potential impacts and adaptive capacity assessments for each hazard. Scores do not include implementation of climate risk reduction measures. 14441-Hesperia Industrial (ITE 150) Detailed Report, 2/25/2023 24 / 29
