SUBJECT:

City Council Advisory Committee

RECOMMENDED ACTION
It is recommended that the City Council evaluate the status and objectives of the City Council Advisory Committee (CCAC), its effectiveness in fulfilling those objectives and provide direction to staff.

BACKGROUND
The CCAC was originally established in 2005 to review, research, and provide recommendations on issues, programs, goals, or items, as assigned by the City Council. In 2009, Resolution 2009-23 combined the Community Development Advisory Committee with the City Council Advisory Committee to create a single body for this purpose. The CCAC is made up of five (5) members, one (1) appointed by each sitting City Council Member. Its members must reside within the City’s sphere of influence. Regular meetings are schedule quarterly on the second Wednesday in January, April, July and October, with additional special meetings called as needed. This Committee is limited to the function of rendering advice or recommendations to the City Council and does not establish City policy, administer City programs or direct or manage staff.

ISSUES/ANALYSIS
In recent years, the City Council Advisory Committee has experienced persistent issues with absence and vacancy, often struggling to maintain a quorum. There are currently two (2) vacancies on the Committee, with a third vacancy pending. While staff has advertised and pushed notification via the City’s website and social media accounts, there has been only one application submitted.

Additionally, there has been difficulty in generating meaningful agendas for the CCAC to consider. The lack of items has led to the cancellation of meetings, further compounding the attendance issue. There are two recurring items that the Committee currently reviews the annual Community Assistance Program submissions and the PRIDE Community Enhancement Program.

The attached CCAC Attendance and Subject Matter Log depicts that since 2020, half of the CCAC’s four meetings per year has been cancelled due to lack of quorum, lack of items and in once case COVID.

Staff recommends that if the City Council chooses to dissolve the CCAC, that it takes further action to refer the Community Assistance Program (CAP) and the Pride Enhancement Program (PEP) the Committee’s only two standing business items are referred to the Planning Commission. If the Council chooses to take this action the CAP applications that are currently being held may potentially be agendized for the May Planning Commission meeting.

FISCAL IMPACT
None.
