NOW THEREFORE, BE IT RESOLVED BY THE CITY OF HESPERIA CITY COUNCIL AS FOLLOWS:
Section 1. The City Council hereby specifically finds that all of the facts set forth in this Resolution are true and correct.
Section 2. Based upon substantial evidence presented to the Council during the above-referenced May 2, 2023 hearing, including public testimony and written and oral staff reports, this Council specifically finds as follows:
An Addendum to the 2010 General Plan Update has been prepared for the 6th Cycle Housing Element Update. The 2021-2029 Housing Element will necessitate future amendments to the General Plan Land Use Map as well as the Safety Element. However, the amendments will occur in the future and are not included as part of the scope of this project. Therefore, in accordance with Section 15164(a) of the CEQA Guidelines, none of the conditions described in Section 15162 calling for preparation of a subsequent EIR have occurred, and an addendum to the 2010 General Plan EIR has been prepared.
The City Council has independently reviewed and analyzed the Addendum, and finds that it reflects the independent judgement of the Council, and that there is no substantial evidence, in light of the whole record, that the project may have a significant effect on the environment.
The City Council find that the update is necessary to bring the Housing Element into full conformance with State Housing Element Law and are consistent with the goals and polices of the 2010 General Plan Update.
Section 3. Based on the findings and conclusions set forth in this Resolution, the City Council hereby adopts the 2021-2029 Housing Element (6th Cycle Housing Element Update) and the related addendum to the 2010 General Plan EIR.
Section 4. The City Clerk shall certify to the passage and adoption of this Resolution and enter it into the book of original resolutions.
ADOPTED AND APPROVED this 2nd day of May 2023.
