RECOMMENDED ACTION
It is recommended that the City Council and the Board of Directors of the Hesperia Water District adopt Joint Resolution No. 2023-27 and HWD 2023-04, approving the side letter agreement to the Memorandum of Understanding between the City of Hesperia and the Teamsters Local 1932 for the Period of February 1, 2022 through January 31, 2024.
BACKGROUND
On May 17, 2022, the City Council adopted the following resolutions, Resolution No 2022-035, and Resolution HWD 2022-05, which established the Memorandum of Understanding (MOU) with the Teamsters Local 1932 (Teamsters Union) for the period of February 1, 2022 through January 31, 2024.
The MOU had the following language:
Article 13: Salary Ranges, Section G
Effective the first full pay period of Fiscal Year 2023-24, all salary ranges reflect in base salary a COLA increase based on the Consumer Price Index (CPI) – All Urban Consumers (Area: Riverside-San Bernardino-Ontario) measured by the annualized CPI from January 2022 to January 2023 no less than 2.0% and no more than 4.5%.
ISSUES/ANALYSIS
Council reviewed the CPI from January 2022 to January 2023 and requested a 1.5% increase to the maximum amount resulting in a 6% COLA for the Fiscal Year 2023-24. The Teamsters Union accepted the City’s proposal of increasing the maximum COLA amount to 6% for FY 2023-24.
The side letter agreement (Attachment 2) will amend the MOU and be attached to the MOU until the terms can be incorporated into the MOU during the next negotiations.
FISCAL IMPACT
There is no fiscal impact to approving the side letter agreement for FY 2022-23 and the monetary implications will be included and adopted by the City Council with the FY 2023-24 Operating Budget in June 2023.
