SUBJECT:

Vehicle Procurement

RECOMMENDED ACTION
It is recommended that the City Council authorize the City Manager to approve the procurement of one (1) new 2023 Ford Ranger for the Building & Safety Program and one (1) new 2023 Ford F-150 for the Code Enforcement Program for a total amount of $88,000 by entering into agreements with Sunrise Ford in the not-to-exceed amount of $38,000 and Fairview Ford in the not-to-exceed amount of $50,000 respectively.

BACKGROUND
These vehicles are needed to replace existing units that have reached the end of their useful lives as annual costs attributed to maintaining the assets exceed salvage value. Additional benefits include improved occupant safety and lower fuel expenditures. Currently, it is extremely difficult to attain vehicles with the time between ordering and delivery often taking six to twelve months. These vehicles will be delivered before the end of Fiscal Year 2022-23.

ISSUES/ANALYSIS
Hesperia Public Works requested quotes on April 24, 2023 soliciting bids from vendors both locally and out of the area to maximize bid response. Six vehicle types were included to allow for the most options to choose from and the most cost effective vehicles were the 4 x 2 models. Sunrise Ford supplied the best value for the Ford Ranger. Fairview Ford submitted the lowest price for the F-150. Staff recommends awarding the bid to both dealerships who they have deemed to be the lowest responsive/responsible vendors within each vehicle category.

FISCAL IMPACT
The purchase will be funded with the use of budgetary savings.
