SUBJECT:

D&H Water Systems, Inc. - New Contract

RECOMMENDED ACTION
It is recommended that the Board of Directors of the Hesperia Water District authorize the City Manager to enter into a one (1) year agreement with D&H Water Systems, Inc. in a not-to-exceed contract amount of $65,000, for the purchase of Constant Chlor Plus Briquettes.

BACKGROUND
The Hesperia Water District disinfects the water that is pumped from the ground to control microbial contaminates and comply with State and Federal water quality regulations, which are set by the State Water Resources Control Board (SWRCB) and the Environmental Protection Agency (EPA). Chlorine is used to disinfect the ground water and is treated at each well site. The required chlorine residual is 0.2 to 4.0 parts per million (ppm) and the District has continued to meet these standards with an average of 0.22ppm as stated in the District’s 2022 Annual Water Quality Report.

ISSUES/ANALYSIS
The chlorinators at each well site are designed to use a specific chlorine tablet, which are the Constant Chlor Plus Briquettes. These are supplied by D&H Water Systems, Inc., who is the sole distributor of this product.

FISCAL IMPACT
Sufficient funding will be included in the Fiscal Year 2023-24 Proposed Water Operating Budget.

ALTERNATIVES
Provide alternative direction to staff.
