SUBJECT:

Contract Amendment for Unarmed Security Services

RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Water District (District) authorize the City Manager to approve an amendment to the existing contract with Alltech Industries, Inc. for an additional $154,380, for a revised not-to-exceed contract amount of $250,564, and approve a one-year contract extension for unarmed security services.

BACKGROUND
The City and District have continued to use unarmed security patrols after business hours and weekends at the Civic Center and Mojave Corporate Yard to minimize theft, vandalism, and provide a safe environment for staff after normal business hours, which has been proven to be beneficial. The current vendor Alltech Industries, Inc. began services in November 2022, and have provided excellent service, responded to City inquiries in a timely manner, and provided daily service reports that are automatically generated at the end of each shift.

ISSUES/ANALYSIS
The contract with Alltech Industries, Inc. is set to expire on June 30, 2023, and in order to continue to provide unarmed security services, the vendor requested a seven percent (7%) increase for Fiscal Year 2023-24. City staff researched their request and based on the consumer price index (CPI) for Services in Riverside-San Bernardino-Ontario, CA, an increase of approximately 7% was noted from March 2022 to March 2023. In addition, when the original bid closed in April 2022, only two vendors submitted bids, Alltech Industries, Inc., and another vendor in which the contract was terminated, due to inadequate performance.

As mentioned above with Alltech Industries, Inc. providing excellent service, providing an increase request that corresponds to the current CPI, and being the only responsible vendor to respond to the bid in April 2022, staff recommends approving the requested seven percent (7%) price increase request and extending the contract for unarmed security services.

FISCAL IMPACT
Sufficient funding is included in the FY 2023-24 Proposed Operating Budget.

ALTERNATIVES
Provide alternative direction to staff.
