Granicus Contract Amendment
RECOMMENDED ACTION
It is recommended that the City Council authorize the City Manager to approve an amendment to the existing contract with Granicus, Inc., for an additional $11,736 for a revised not-to-exceed contract amount of $22,604, as well as extend the contract an additional year to June 30, 2024, for public records, Freedom of Information Act (FOIA), and claims response and redaction software modules.
BACKGROUND
Gov QA has been the City’s provider of electronic public records request and claims, FOIA and redaction services since 2013. In 2021, Gov QA was purchased by Granicus, Inc. and has been the City’s provider of agenda management and meeting streaming services since 2007. Both Gov QA and Granicus host the City’s historical data as well as provide live support.
ISSUES/ANALYSIS
On April 20, 2021 the City Council approved a three-year licensing and maintenance contract for agenda management and meeting streaming services (Legistar) with Granicus, Inc. for a not-to-exceed amount of $178,003. The contract will expire on June 30, 2024.
In the fourth quarter of 2021 Granicus purchased Gov QA. In July of 2022, the City entered into a one-year contract with Granicus for public records, FOIA, and claims response and redaction services for a not-to-exceed amount of $10,867. In order to continue with the service through fiscal year 2023-2024 a one-year extension and amendment of $11,736, for a not-to-exceed amount of $22,604, is required. Normally staff would not request City Council approval for an amendment of this size, but it is brought before you reflecting the total amount of the combined contracts with Granicus, Inc. It is the City’s intention to combine the two contracts with their expirations on June 30, 2024.
FISCAL IMPACT
Funding for Granicus, Inc. will be included in the Fiscal Year 2023-24 Proposed Operating Budget.
