SUBJECT:

Award of Contract for Shelter Medication and Veterinary Supplies

RECOMMENDED ACTION
It is recommended that the City Council authorize the City Manager to execute a one-year contract with Midwest Veterinary Supply in the not-to-exceed contract amount of $152,000, to provide medications and veterinary supplies for the City’s animal shelter.

BACKGROUND
At capacity, the Hesperia Animal Shelter takes in approximately nineteen (19) stray animals per day (approximately 6,900 per year), with an average holding time of 17 days. Following protocol, each animal is vaccinated to prevent outbreak within the facility, with booster vaccinations being administered at appropriate intervals for the duration of the stay. Additionally, medication is started on applicable sick or injured animals being kept under mandatory hold until their ownership can be determined or relinquished, which they are then released for adoption or rescue.

ISSUES/ANALYSIS
A formal bid was released on June 13, 2023, and twelve (12) vendors were contacted to submit bids. The bid closed on June 28, 2023, at which time only two bids were received. One of the two bidders, Covetrus North America, was unable to provide all of the medications required, leaving only Midwest Veterinary supply, who was also deemed to be the lowest/responsive bidder of the two.

FISCAL IMPACT
Funding for medications and veterinary supplies is included in the Animal Services annual operating budget.

ALTERNATIVE(S)
Provide alternative direction to staff.
