SUBJECT:

Hesperia Community Farmer’s Market

RECOMMENDED ACTION
It is recommended that the City Council approve Resolution 2023-049 recognizing the Hesperia Community Farmer’s Market as an essential business in the City of Hesperia and provide direction to staff on opportunities to further support the Hesperia Community Farmer’s Market.

BACKGROUND
On May 2, 2023, Council Member Gregg requested a Resolution to recognize the Hesperia Community Farmer’s Market as an essential business in the City of Hesperia. On May 16, 2023, Council Member Gregg requested staff provide options to further support the Hesperia Community Farmer’s Market.

ISSUES/ANALYSIS
The Hesperia Community Farmer’s Market (Farmer’s Market), operated by The Farmstand – Oak Hills Inc., is held each Saturday in the Civic Plaza Park. The Farmer’s Market has a contract with the Hesperia Recreation and Park District (HRPD) to operate through December 30, 2023, with options to renew for successive one (1) year terms.

Because the existing contract with HRPD will expire at the end of the year, staff recommends a bi-annual financial contribution to the Hesperia Community Farmer’s Market to offset ongoing costs of hosting the market. If the City Council is agreeable to a financial contribution, staff recommends that the City’s contribution be earmarked for the offset of a) weekly trash service and, b) advertising costs. The cost of waste disposal services for the Farmer’s Market is approximately $129 per week, or $6,450 annually, assuming 50 weeks of operation. Advertising costs vary depending on the outlets chosen. A bi-annual contribution in the amount of $5,000 would mirror the contribution the City makes to community based organizations through the Community Assistance Program (CAP).

FISCAL IMPACT
Funding for the Hesperia Community Farmer’s Market was not included in the Fiscal Year 2023-24 Budget. Should the City Council agree to the financial contribution and budgetary savings are not available, a budget amendment will be submitted during the Fourth Quarter Budget Review.

ALTERNATIVE(S)
Provide alternative direction to staff.
