Revised Combined Compensation Schedules

RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Housing Authority (HHA) and Hesperia Water District (HWD) adopt Joint Resolution No. 2023-44, HHA 2023-07, HWD 2023-14, approving the City’s Fiscal Year (FY) 2022-23 revised Combined Compensation Schedule and FY 2023-24 Combined Compensation Schedule.

BACKGROUND
The California Public Employees' Retirement System (CalPERS) requires that the City Council, Commissions, and Board of Directors (City Council) approve and adopt a Combined Compensation Schedule whenever there are changes to salaries. In order for an employee to receive service credit for a salary the salary must be listed on an approved and adopted Compensation Schedule.

The most recent approved and adopted Combined Compensation Schedule occurred on April 4, 2023, with the adoption of Joint Resolution No. 2022-15, HHA 2023-02 and HWD 2023-03.

ISSUES/ANALYSIS
On October 4, 2022, the City Council approved an Employment Agreement with a new City Manager to be effective on June 18, 2023, and on June 20, 2023, the City Council adopted the annual FY 2023-24 Operating Budget which included a 6% cost of living adjustment (COLA) to salaries and included classifications changes.

FISCAL IMPACT
There is no fiscal impact to adopting the Combined Compensation Schedules as this is an information schedule required by CalPERS. These increases are included in the adopted budget.

ALTERNATIVE(S)
Provide alternative direction to staff.
