SUBJECT:
Amend Contract with Tyler Technologies
RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Water District authorize the City Manager to amend the current contract with Tyler Technologies in the amount of $10,000 for a total not-to-exceed contract amount of $642,015, for maintenance, software, licensing and customization support for the New World Financial System and MyCivic Citizen Engagement platform.
BACKGROUND
The City currently contracts with Tyler Technologies for software products, most notably the New World Enterprise Resource Planning (ERP) suite, which facilitates a variety of finance, accounting, payroll, and human resources functions. In addition, at the beginning of 2023 the contract was amended to include the MyCivic Citizen Engagement application.
ISSUES/ANALYSIS
The Information Technology and Utility Billing Divisions have identified several potential software customizations that would streamline the import of data from various payment processors into New World, which would serve to save dozens of man-hours of tedious data entry. However, implementing these changes would require the assistance of experts from Tyler Technologies, and customizations of this nature are not included in the baseline maintenance contract.
An amendment to the contract with Tyler Technologies is necessary for software customization projects that would allow the automation of data import/export between New World and other information systems utilized by the City. Automating these processes would save City staff valuable time, and enhance the flow of data across information platforms and business units, allowing staff to use the City’s data in novel and insightful ways. While the payment processor to New World import flow is the most urgent customization, this amendment would fund other identified customizations that will enhance the way in which the City conducts its operations.
FISCAL IMPACT
Funding is included in the Adopted Fiscal Year 2023-24 Budget and will continue to be included in the annual budget.
