STAFF REPORT

August 15, 2023
Mayor and Council Members Rachel Molina, City Manager
Nathan Freeman, Director of Development Services
Mike Hearn, Deputy Director of Community Development Maricruz Montes, Senior Office Specialist SUBJECT: Amendment to Contract with JAS Pacific, Inc.

RECOMMENDED ACTION
It is recommended that the City Council authorize the City Manager to approve an amendment to the existing contract with JAS Pacific, Inc. (JAS) for an additional $163,404 for a revised not-to-exceed contract amount of $483,404 for supplemental contract inspection services.

BACKGROUND
The Building and Safety Program of the Development Services Department is responsible for providing inspections on all construction projects throughout the City. Supplemental contract inspection services are essential to keep pace with development in lieu of hiring additional staff to absorb the increased workload. These contract services include, but are not limited to, the performance of inspections of residential, commercial, industrial buildings and structures, structural framing and foundations, electrical plumbing, mechanical systems, roofing, photovoltaic, and grading.

ISSUES/ANALYSIS
In 2021, the City executed a three-year agreement with JAS in the amount not-to-exceed $125,000 to provide supplemental contract inspection services. In June of 2022, the City Council approved an amendment to JAS’ contract to increase the contract amount by an additional $195,000. While the existing fee schedule will be maintained, additional contract authority is needed to continue inspection services through the end of Fiscal Year (FY) 2023-24. A Request for Bids (RFB) for FY 2024-25 supplemental contract inspections services will be conducted in spring 2024, and a contract will be presented for Council’s consideration in June 2024.

FISCAL IMPACT
Funding in the amount of $50,000 is included in the FY 2023-24 Operating Budget and a fourth quarter budget amendment will be requested at the end of the fiscal year if budget savings are not otherwise available.

ALTERNATIVE(S)
