SUBJECT:
Layne Christensen Company Contract Amendment
RECOMMENDED ACTION
It is recommended that the Board of Directors of the Hesperia Water District (District) authorize the City Manager to approve an amendment in the amount of $540,390 to the existing contract with Layne Christensen for a revised not-to-exceed contract amount of $712,290 and adopt Resolution HWD 2023-18 amending the Fiscal Year (FY) 2023-24 Budget by appropriating an additional $490,390 for water well maintenance, repair services and the repair of Well 22.
BACKGROUND
The District currently maintains seventeen (17) well sites and six (6) booster stations to purvey water throughout the City of Hesperia. Layne Christensen Company provides well maintenance for the various sites and emergency services, which include video survey, inspection, and replacement of failed components.
ISSUES/ANALYSIS
Recently, Well 22 failed and is currently inoperable. Layne Christensen Company disassembled several components to diagnose the issue and have identified two (2) items, which include the installation of a new pump and a thorough chemical treatment. An amendment to the contract is needed for the repair and chemical treatment of the well site in the amount of $445,809 and include a 10% contingency of $44,581 for a total combined cost for the well site of $490,390. The FY 2023-24 Budget does not include funds for the repair and chemical treatment.
In addition, Layne Christensen Company has agreed to hold the current contract pricing through June 30, 2024, for water well maintenance and repair services. With the vendor holding current contract pricing, this contract amendment request will also include $50,000 for general water well maintenance and repair services at the other various well sites within the District.
FISCAL IMPACT
Funding in the amount of $50,000 is included in the FY 2023-24 Operating Budget. Staff is requesting approval from the Board of Directors to increase the Water Operating Fund 700 Budget by an additional $490,390 via Resolution HWD 2023-18.
