SUBJECT:

Amend Agreement with Superion, LLC.

RECOMMENDED ACTION
It is recommended that the City Council authorize the City Manager to approve a one-year extension of the Licensing and Maintenance agreement with Superion, LLC, in the amount of $59,627, for a not-to-exceed contract amount of $230,347, for the TRAKiT PLL Permit, Land, and Licensing (PLL) software suite.

BACKGROUND
The City relies on the TRAKiT PLL suite to facilitate a number of community development, planning, engineering, and public safety functions. TRAKiT maintains the status of permit applications, municipal code violations/citations, building inspection checks, and parcel use records, among many other forms of data. The TRAKiT suite is the primary application through which most Development Services Department staff perform their important work.

ISSUES/ANALYSIS
In order to continue receiving support and maintenance services from Superion, and to maintain required software licensing for TRAKiT, annual renewal of the City’s agreement with Superion is necessary. This renewal represents a 10% increase in pricing, which is in-line with normal annual software price increases. The current agreement expires on October 31, 2023; the new agreement would renew from November 1, 2023 through October 31, 2024. TRAKiT is sold exclusively through Superion LLC, who is also the software developer.

It should also be noted that this renewal comes during an ongoing project by the City to replace TRAKiT with a modernized, flexible, and state of the art replacement. However, best practice in this instance would be to continue the maintenance and licensing agreement with Superion, so that there is no gap in support coverage for this critical system. Furthermore, it is likely that expertise from Superion may be required during the process of converting TRAKiT to an archival state.

FISCAL IMPACT
Funding for a one-year renewal of this this agreement has been included in the Fiscal Year 2023-24 Operating Budget.
