SUBJECT:

Amend Agreement with Routeware DBA Recyclist

RECOMMENDED ACTION
It is recommended that the City Council authorize the City Manager to approve a two-year extension for the software services agreement with Routeware DBA Recyclist, in the amount of $56,780, for a not to exceed contract amount of $90,680.

BACKGROUND
On July 19, 2022, the City Council granted approval for the acceptance of $136,396 in grant funding from the California Department of Resources Recycling and Recovery (CalRecycle). This funding was designated for expenses associated with the enforcement of SB 1383 Organic Waste Reduction within the City, including software to assist the City in complying with regulations related to recordkeeping and reporting.

City staff utilized the Recyclist software as a vital tool for monitoring and managing the SB 1383 mandates required by the state. Recyclist effectively tracks compliance among both Tier One and Tier Two generators situated across the City. Beyond mere tracking, Recyclist also keeps comprehensive records that align with CalRecycle's stipulations, while also facilitating the generation of reports necessary for the City's annual Electronic Annual Report (EAR).

ISSUES/ANALYSIS
The Recyclist software is the cornerstone of the City’s SB 1383 record-keeping efforts, serving as the primary program that ensures the City remains in compliance with these critical regulations. In addition, funds have since been reallocated by CalRecycle for the continued compliance monitoring through the conclusion of the initial grant cycle in March 2024. Because the City will remain obligated for SB 1383 compliance monitoring after the grant has ended, staff will continue to monitor for additional grant opportunities. As such, an amendment is requested for an additional two years for the continued compliance of SB 1383.

FISCAL IMPACT
This expense has been included in the Fiscal Year (FY) 2023-24 Operating Budget for the current year software, which was funded by the grant payment received from CalRecycle. Additional funding will be requested in the FY 2024-25 Operating Budget.
