Amend Professional Services Agreement for Bidding and Construction Support Services for the Ranchero Road Improvements Project (C.O. Nos. 7094, 7131, 7146, and 7154)
RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Water District authorize the City Manager to amend the existing Professional Services Agreement (PSA) 2021-22-040 with Parsons Transportation Group, Inc. (Parsons) for Bidding and Construction Support Services for the Ranchero Road Improvements Project, [Construction Order (C.O.) Nos. 7094, 7131, 7146, and 7154], in the amount of $32,698.50 and authorize a 10% contingency amount of $3,269.85 to be released as may be necessary for the completion of the project, totaling $35,968.35, with an overall PSA not-to-exceed total of $307,726.35.
BACKGROUND
The Ranchero Road Corridor project (Project), Phase III consists of widening the five-mile roadway segment of Ranchero Road from two lanes to five lanes between Seventh Avenue to just west of Royal View Lane, including replacing and widening the bridge over the California Department of Water Resources (DWR) aqueduct, as well as widening the at-grade crossing of Union Pacific Railroad (UPRR) railroad tracks. The Project is currently the City’s highest priority for roadway capital construction.
A contract for bidding and construction support services for the roadway portion of the Project was approved by the City Council and Board of Directors on August 3, 2021. Amendment No. 1 to the subject PSA was approved by the City Council and Board of Directors March 21, 2023.
ISSUES/ANALYSIS
The Project is currently under construction and a second amendment is required to continue with construction support services through project close-out. Attached is the estimated number of hours to complete the remaining work on the Project. These services are vital to the continuation of Project construction and final as-built plans.
FISCAL IMPACT
Funding for the Project is budgeted in the Fiscal Year 2023-24 Capital Improvement Program (CIP) Budget under Funds 204, 207, 300, 306 and 504. Subsequent fiscal year’s CIP will include adequate appropriation authority for these services as needed. The Project is identified in the CIP under Ranchero Road Improvements – 7th Avenue to Mariposa Road, C.O. No. 7094, Traffic Signal @ Ranchero Road/Maple Avenue – C.O. 7131, Traffic Signal @ Ranchero Road/Cottonwood Avenue – C.O. 7146, and Traffic Signal @ Ranchero Road/Seventh Avenue – C.O. 7154.
The County will reimburse the City for their proportionate share of the project. At this time, the ratio of bidding and construction support services required is estimated at approximately 50% in the City and 50% in the County. This is an estimate subject to change throughout the course of construction based on the work performed by Parsons.
