RESOLUTION NO. 2023-70
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HESPERIA, CALIFORNIA APPROVING THE STANDARD GENERAL PROVISIONS, CONTRACT DOCUMENTS, AND NOTICE INVITING SEALED BIDS FOR PUBLIC WORKS PROJECTS AND APPROVING THE STANDARD SPECIFICATIONS FOR PUBLIC WORKS CONTSTRUCTION (GREENBOOK) AND CALTRANS STANDARDS FOR TRAFFIC CONTROL AS A COMPONENT OF THE CITY’S STANDARD SPECIFICATIONS AND CONTRACT DOCUMENTS WHEREAS, in order for the City to award a Public Works contract, the project is approved by the City Council at least three times during the design process; and WHEREAS, the City Council approves the annual Capital Improvement Program at the beginning of each fiscal year; and WHEREAS, the City Council approves individual project plans, specifications, and estimates (PS&E) prior to the solicitation of bids; and WHEREAS, the City Council approves the project when the contract is awarded for construction.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HESPERIA AS FOLLOWS:
In order to expedite and streamline the bidding process and reduce staff time, City Council shall approve modifying the existing process as follows:
Defer the City Council’s approval of plans, specifications, and estimates for each individual project by City Council approving a standard (boiler plate) for Public Works specification documents including Notice Inviting Bids.
Process all public bid notices utilizing the standard documents, with any substantive changes in the contract documents being brought back to the City Council for separate approval.
Adopt the following Standard specifications/drawings for City advertised Public Works Projects:
Current Edition of the Standard Specifications for Public Works Construction (SSPWC or “Greenbook”).
Current Edition of California Manual on Uniform Traffic Control Devices (CAMUTCD) for traffic control.
Current Edition of Caltrans Standard Specifications and Standard Plans.
City of Hesperia Standard Specifications.
City of Hesperia Standard Drawings.
Once the bids are received, Council would take two actions:
Approve the design of the project represented by the plans and specifications.
Accept and award the contract to the lowest responsive/responsible bidder; or reject all bids.
E. That the City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of original resolutions.
