Discussion of Potential Measures for the 2024 General Election Ballot

RECOMMENDED ACTION
It is recommended that the City Council provide direction to staff on potential measures to be placed on the ballot for the General Election occurring on November 05, 2024.

BACKGROUND
During the October 17, 2023 City Council meeting, Council Member Gregg requested a staff report for the discussion and consideration by the City Council for meausres to be placed in the ballot for the General Election.

ISSUES/ANALYSIS
While the first deadline for measures to appear on the General Election will occur on Monday, July 22, 2024, the City Council will need to approve the following prior to the end of Fiscal Year 2023-24.

Resolution to submit a measure to the voters
Proposed ordinance
Creation of a ballot question
Resolution to authorize the City Attorney to draft an impartial analysis Resolution Authoring Rebuttals
Furthermore, the following table from the San Bernardino County – Registrar of Voters details the deadlines for the 2024 General Election upon approvals by the City Council.

FISCAL IMPACT
All cities within the County share the costs of the General Election. The costs will increase for each measure that the City places on the ballot, however, these increased costs are substantially less than conducting a special election. Currently, there are no fiscal impacts of ballot costs.

ALTERNATIVES
Provide direction to staff.
