SUBJECT:

Nobel Systems, Inc. Contract Amendment

RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Water District (District) authorize the City Manager to approve an amendment of $23,400 to the existing contract with Nobel Systems, Inc. (Nobel), for a revised not-to-exceed contract amount of $216,384 for the Nobel Forms Unlimited module.

BACKGROUND
Nobel has been the City’s provider for geographical information systems (GIS) and GeoViewer integrations, data management, and administrative training since 2007. In 2016, Nobel also began cloud hosting the City’s GeoViewer public system, which allows City employees access to GIS data and real-time parcel information. This system also facilitates citizen access to public GIS data through the City’s website.

Additionally, as part of the GIS data management service, Nobel provides updates for the City’s GIS assets, including water, sewer, storm, and street geodatabases. This data is regularly used for hydraulic modeling purposes, as well as other existing City operated applications such as: GeoViewer, Cityworks, Trakit, and Granite XP. In addition, Nobel provides regular feature and security updates.

GeoViewer Mobile and unlimited forms will be the primary GIS program for the federally mandated lead line inspection and inventory project that is to be completed by year end of 2024. Public Works staff will be able to inspect and update GIS lead line pipes in the field from any mobile device using unlimited forms. This will save staff resources, increase efficiency, and reduce inspection costs. The City currently has a site license for Geoviewer Mobile, desktop, and unlimited forms. The collected field data will be available to all City employees in GeoViewer desktop and mobile. The unlimited forms module allows municipalities to create codeless forms and business workflows that tie directly into GIS asset databases. Additional City forms can be inputted into unlimited forms by the vendor at no additional costs.

ISSUES/ANALYSIS
In 2020, a separate three (3) year contract was established with Nobel for GeoViewer Mobile, which was set to expire on June 30, 2023. Nobel provided updated pricing for an additional two (2) year term for a total of $29,000 ($14,500 per year) through June 30, 2025, which was accepted. Additionally, the contract with Nobel was amended in May 2023 to add Valve Exercise and USA DigMark capabilities, to achieve compliance with State Water Resources Control Board (SWRCB) regulations. Since there is a current contract with Nobel, Forms Unlimited will be added to that agreement, which will now include all products and services Nobel provides to the City. Costs covered under this amendment cover a one-time setup fee of $3,800, and two years of licensing and support for $9,800 per year.

FISCAL IMPACT
Sufficient funding exists in the Fiscal Year 2023-24 Budget.

ALTERNATIVES
Provide alternative direction to staff.
