SUBJECT:

Equipment Procurement – Case Skip Loader

RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Water District authorize a City Council Bidding Override exemption for the purchase of one Case skip loader, by authorizing the City Manager to enter an agreement with Sonsray Machinery, LLC in the not-to-exceed amount of $130,000.

BACKGROUND
The new skip loader will provide staff with the means for repairing City streets impacted by service line replacements. It will also allow for other uses to include excavation, compaction, loading debris, clearing mud and sand from roads, and shoulder maintenance. The new skip loader includes a tier 4 final engine that will allow the City to remain in compliance with the California Air Resources Board (CARB) during future years.

ISSUES/ANALYSIS
On November 10, 2023, Public Works requested a quote for one Case skip loader. Case is the sole manufacturer that is compatible with various attachments used to provide City services including buckets, brooms, grapples, rippers, rakes, and couplers. Using a different manufacturer other than Case would create compatibility issues and require retrofit hardware. Finally, the skip loader is available now for delivery. Other skip loader manufacturers could take up to six months or more to build.

FISCAL IMPACT
Funding for the equipment is included in the Amended FY 2023-24 Streets Maintenance and Water Operating Budget.

ALTERNATIVE(S)
