SUBJECT:
Fire Riser Inspection and Repair Services Contract Amendment
RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Water District authorize the City Manager to approve an amendment of $24,500 to the existing contract with Champion Fire Systems, Inc. for a total revised not-to-exceed contract amount of $74,500 for fire riser inspection and repair services.
BACKGROUND
The City contracts for annual inspections and repair services on the fire suppression system at City and Water District facilities to ensure the fire systems are in optimal condition and in compliance with the State of California requirements. In August 2021, the City conducted a request for bid for annual fire riser inspections and repair services and Champion Fire Systems, Inc. was deemed the lowest responsible/responsive bidder.
ISSUES/ANALYSIS
The current contract with Champion Fire Systems, Inc. is for a not-to-exceed amount of $50,000 and expires June 30, 2024. Recently, the Hesperia Branch Library’s fire system experienced an air compressor failure causing water to fill the dry pipe system. The air compressor has been replaced to have the fire system active in the event of a fire emergency, which utilized $6,945 of contract contingency. In addition, the water also needs to be drained from the entire system to avoid corrosion in the pipes, which will be an additional $19,520. Based on the annual inspection schedule, actual expenditures to date, and remaining contract contingency, staff estimates an additional $24,500 for the new not-to-exceed contract amount of $74,500 will be sufficient for the remainder of the contract term.
FISCAL IMPACT
Sufficient funding exists within the Fiscal Year 2023-24 Budget.
