Cassandra Sanchez, Public Works Director
Brian Blackwell, Streets/Traffic Operation Manager
SUBJECT:

Contract Amendment for Unarmed Security Services with Alltech Industries, Inc.

RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Water District (District) authorize the City Manager to approve an amendment to the existing contract with Alltech Industries, Inc. for an additional $164,400 for a revised not-to-exceed contract amount of $414,964 and approve a one-year contract extension for unarmed security services.

BACKGROUND
The City and District have continued to use unarmed security patrols after business hours and weekends at the Civic Center and Public Works Corporate Yard to minimize theft, vandalism, provide a safe environment for staff after normal business hours, which has been proven to be beneficial. The current vendor Alltech Industries, Inc. began services in November 2022, and has provided excellent service, responded to City inquiries timely, and provided daily service reports that are automatically generated at the end of each shift.

ISSUES/ANALYSIS
The contract with Alltech Industries, Inc. is set to expire on June 30, 2024, and to continue to provide unarmed security services, the vendor requested a 6.5% increase for Fiscal Year 2024-25. City staff researched their request and based on the consumer price index (CPI) specifically related to services in Riverside-San Bernardino-Ontario, CA, (U.S. Bureau of Labor Statistics series ID: CUURS49CSAS) an increase of approximately (7.1%) was noted from March 2023 to March 2024. In addition, when the original bid closed in April 2022, only two vendors submitted bids, Alltech Industries, Inc., and another vendor in which the contract was terminated, due to inadequate performance.

As mentioned above with Alltech Industries, Inc. providing excellent service, providing an increase request that corresponds with the referenced CPI, and being the only responsible vendor to respond to the bid in April 2022, staff recommends approving the requested six and a half percent (6.5%) price increase request and extending the contract for unarmed security services.
