SUBJECT:

GP Electric Motor Contract Amendment

RECOMMENDED ACTION
It is recommended that the City Council and Board Members of the Hesperia Water District (District) authorize the City Manager to approve an amendment of $30,000 to the existing contract with GP Electric Motor, for a total revised not-to-exceed amount of $190,000 for well motor maintenance.

BACKGROUND
Electric motors that operate the water pumps require proactive or reactive (emergency) repairs throughout the year to continue to have water pumped at the well sites and maintain positive water pressure in the distribution system to serve homes and businesses. The proactive and reactive repairs will also greatly reduce the possibility of a water service outage through the City. In April 2019, the District conducted a request for bid for well motor maintenance and GP Electric Motor was deemed the lowest responsible/responsive bidder.

ISSUES/ANALYSIS
Due to a substantial repair in the amount of $20,022 for the motor at Well 32, additional contract contingency will be needed for the current Fiscal Year. On March 8, 2024, the motor for Well 14A triggered an alarm on the Supervisory Control and Data (SCADA) program. City staff determined that the winding of the motor shorted. Based on historical trends, repairs of this nature are estimated to be between $20,000 and $30,000. City staff recommend that the contract be amended so the repair can be completed prior to peak demand during the summer.
