SUBJECT: Armored Car Transportation Services Agreement
RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Water District authorize the City Manager to approve a five -year agreement with Brink’s, Inc. for Armored Car Transportation Services in the not-to-exceed amount of $135,000.
BACKGROUND
The City and Hesperia Water District utilize armored car transportation services to securely and safely transport cash and checks received by several City departments as part of daily operations to the City’s banking institution. Utilizing an armored car transportation service increases security, minimizes liability and provides protection over the City’s assets in transportation . The current vendor, Brink’s Inc. (Brink’s) b egan providing services in April 2022, and has met the City and District’s expectations in terms of ensuring the secure transportation of funds in a timely manner.
Brink’s also utilizes new technology to improve the tracking and transfer of funds between parties.
ISSUES/ANALYSIS
During the contract review process, the City contacted Brink’s to examine potential cost -saving measures. Brink’s proposed that the City and the District utilize new smart safes, which use improvements in technology to streamline the cash management process, reduce deposit discrepancies, and improve deposit reporting. The implementation of this process would provide City and District staff better flexibility in the processing of daily deposits , while also providing an annual cost savings, when compared to the traditional daily process of routing armored cars to each location. It is projected that the use of smart safes, as a part of the Brink’s agreement, will result in an estimated savings of $50,000 over a five-year period, compared to traditional armored transport services alone. With Brink’s providing the smart safe equipment to the City and District, a five-year period is required. Due to the cost savings and process improvements for the City, staff recommends approving the Brink’s smart safe service agreement for the five-year period.

SUBJECT: Contract with Ferguson Waterworks
RECOMMENDED ACTION
It is recommended that the Board of Directors of the Hesperia Water District authorize the City Manager to approve a contract for Fiscal Year (FY) 202 4-25 with Ferguson Waterworks in the not-to-exceed amount of $200,000, for the purchase of DFW meter boxes and lids.
BACKGROUND
The Hesperia Water District has standardized repair products in order to minimize the need to stock multiple different product types and to simplify installation processes. Ferguson Waterworks is the direct distributor of DFW water meter boxes, which is one of the products the District has standardized.
ISSUES/ANALYSIS
DFW manufactures polymer underground enclosures designed for advanced meter reading (AMR) technology. These are designed to replace concrete boxes of similar dimensions while offering additional working room inside the box for repair and maintenance of the meter. The lids are heavy duty polymer and can also fit existing concrete meter boxes. The polymer is blended to accommodate extreme weather conditions and to withstand inadvertent vehicular traffic. These lightweight boxes provide an easier installation process and will reduce physical effort on maintenance crews, while meeting the District’s standards.

SUBJECT: D&H Water Systems, Inc. - New Contract
RECOMMENDED ACTION
It is recommended that the City Council and Board Members of the Hesperia Water District authorize the City Manager to enter into a one (1) year agreement with D&H Water Systems, Inc. in a not-to-exceed amount of $73,000 for the purchase of Constant Chlor Plus Briquettes.
BACKGROUND
The Hesperia Water District disinfects the water that is pumped from the ground to control microbial contaminates and comply with State and Federal water quality regulations, which are set by the State Water Resources Control Board (SWRCB) and the Environmental Protection Agency (EPA). Chlorine is used to disinfect the ground water and is treated at each well site. The required chlorine residual is 0.2 to 4.0 parts per million (ppm) and the District has continued to meet these standards with an average of 0.29 ppm as stated in the District’s 2023 Annual Water Quality Report.
ISSUES/ANALYSIS
The chlorinators at each well site are designed to use a specific chlorine tablet, which are the Constant Chlor Plus Briquettes. These are supplied by D&H Water Systems, Inc., who is the sole distributor of this product.

SUBJECT: Vehicle Procurement – One Heavy-Duty Truck
RECOMMENDED ACTION
It is recommended that the City Council authorize the City Manager to approve the procurement of one (1) new 2024 Chevy Silverado 2500HD 4 X 4 utility truck for the Traffic Program and enter into an agreement with Victorville Chevrolet for the not-to-exceed amount of $72,000.
BACKGROUND
To maintain an optimal operating fleet, vehicles are periodically reviewed as part of fleet management. Those that require higher than expected lifetime maintenance costs to remain operational are recommended for replacement.
This vehicle is needed to replace an existing unit (vehicle 1320) that has reached the end of its useful life and the annual costs attributed to maintaining the asset exceed salvage value. Additional benefits include improved occupant safety and lower fuel expenditures. Currently, i t is difficult to attain vehicles with the time between ordering and delivery often taking six to twelve months . This replacement truck is being manufactured and will be available for delivery before June 30, 2024.
ISSUES/ANALYSIS
The Public Works Division requested a quote for one (1) four-wheel drive utility truck on April 16, 2024, soliciting bids from seven dealerships both locally and out of the area to maximize bid response.
A requirement was included that the vehicle must be delivered during Fiscal Year (FY) 2023-24. The bid closed on April 22, 2024, with responses received by Victorville Chevrolet and Victorville Motors.
Staff recommends awarding the bid to Victorville Chevrolet who they have deemed the lowest responsive/responsible vendor with a total bid amount of $71,555.43.

FISCAL IMPACT
Funding for t his purchase was not included in the F Y 2023-24 Budget. This procurement will be funded with the use of budgetary savings within Streets Fund 263. A Budget Amendment will be submitted during the Fourth Quarter Budget Review if savings are not available.

SUBJECT: Real Property Purchase and Sale Agreement – APN 0405-272-09
RECOMMENDED ACTION
It is recommended that the City Council adopt Resolution No. 2024-017: (i) approving the “Agreement for the Purchase and Sale of Real Property and Joint Escrow Instructions ” (Agreement) by and between Desert Wind LLC (Seller) and the City of Hesperia (Buyer) for the purchase of APN 0405-272-09 for $525,000; and (ii) authorizing the City Manager to execute all documents necessary to consummate the transaction.
BACKGROUND
The A-04 drainage course is a natural regional drainage channel on the Master Plan of Drainage along the western portion of the City, east of Interstate 15, of which reaches nearly boundary to boundary. This channel conveys large quantities of stormwater through the City. Because of its significance, areas of the City may be inundated with floodwater during storm events. Further, several streets and properties north of Main Street experience significant stormwater flows.
The parcel considered for purchase will contribute to the City’s future ability to manage stormwater through the construction of a basin along with future acquisitions, given the property’s geographic location. The Broker Opinion of Value (BOV), with staff review, was determined by evaluating the parcels economically useful portion, and sales comparison utilizing similar property transactions.
ISSUES/ANALYSIS
Right-of-way acquisition, design, and environmental clearance may begin in phases as funding is secured and future property is acquired to support the A-04 Drainage Program.
The property considered for purchase represents an opportunity for the City to ac quire a parcel within the existing natural drainage course and utilize the land that would represent challenges for future development due to the natural stormwater flow.
Due to the channel, alternative properties to locate for purchase are limited. Acquisition assists the City’s capacity to construct a basin at a future date.

SUBJECT: Approve the FY 2024-25 SB-1 Funding Project List
RECOMMENDED ACTION
It is recommended that the City Council approve Resolution No. 2024 -19 approving the Fiscal Year 2024-25 Project List to be funded by SB-1: The Road Repair and Accountability Act.
BACKGROUND
On Wednesday, March 29, 2017, Governor Jerry Brown announced a transportation funding agreement. The agreement was passed by the S tate Legislature and signed into law in April of 2017 as Senate Bill 1 (SB-1) or the Road Repair and Accountability Act of 2017. SB-1 is funded by various mechanisms including an initial 12 cent gas excise tax increase, a reset price -based excise tax at 17.3 cents, a 20 cent diesel excise tax, a 4% diesel sales tax increase, a $25-$175 annual transportation improvement fee based on vehicle value, and a $100 annual zero emissions vehicle fee, with annual increases based upon changes in the Consumer Price In dex (CPI) beginning July 1, 2020. From these sources, SB -1 is expected to provide $5.2 billion annually and $15 billion for local streets and roads over the next ten years. Specifically, local agencies will be funded through the Road Maintenance and Rehabilitation Account (RMRA) which consists of the new gas tax, the transportation improvement fee, and part of the diesel excise tax. The local share will be split evenly between cities and counties with city revenues being allocated per capita.
The City of Hesperia will receive an estimated $2,748,882.00 for FY 2024-25.
SB-1 will provide investments to make significant improvements to the State’s highway system as well as local transportation facilities in disrepair. Cities and Counties will use SB -1 funds for complete streets projects, railroad grade separations, traffic control devices, increasing mobility options for residents, and increasing access to multi -modal transportation options by expanding transit, bicycle, and pedestrian friendly opportuniti es. However, the main focus of RMRA is to improve deteriorating roads throughout the state through maintenance and rehabilitation projects as well as critical safety projects. Therefore, SB -1 requests that, to the extent possible, local agencies prioritize basic maintenance and safety projects.
ISSUES/ANALYSIS
SB-1 includes accountability and transparency measures to ensure the residents of the City are aware of the projects proposed for funding in our community. Cities and counties will adopt a project list by resolution each year and provide year end reporting on completed projects including necessary amendments if applicable. Prior to receiving funds, cities are required to annually

ROUND
The City Council has continuously expressed a desire to improve existing roadways within the city. As a result, staff has sought innovative ways to fund such improvements. In the past a large part of this funding was directed to programs, which left small amounts available for capital projects. In order to accomplish the Council’s goal of improving more streets throughout the City, staff has designated a larger amount of CDBG funding towards the CDBG Capital Fund.
