SUBJECT:

Three-Year Maintenance and Licensing Agreement with Tyler Technologies

RECOMMENDED ACTION
It is recommended that the City Council authorize the City Manager to execute a three-year agreement with Tyler Technologies to provide licensing and support for the New World Enterprise Resource Planning (ERP) system and MyCivic smartphone public engagement application, for a not to exceed amount of $504,254.

BACKGROUND
The New World Enterprise Resource Planning (New World) system is a unified suite of software products, which include Financial Management, Utility Management, Human Resources, and Payroll functions. The City has used New World for nearly 30 years. The parent company, Tyler Technologies, is an industry leader in municipal software development and also licenses the MyCivic software, which allows for the streamlined engagement and dissemination of information to the citizens of Hesperia.

ISSUES/ANALYSIS
From the initial installation of the New World system, the City has maintained an agreement with Tyler Technologies for this software suite and its modules. In order to continue support for the City’s financial management as well as the MyCivic public engagement app, it is necessary for the City to keep its software maintenance and licensing agreement in good standing. These systems are vital to the City’s operations.

CITY GOAL SUPPORTED BY THIS ITEM
Financial Health - Maintain a balanced budget and adequate reserves.

FISCAL IMPACT
The contract amount of $504,254 includes funding for a three-year licensing and maintenance agreement for the New World and MyCivic software products, as well as $35,000 for training, customization, and other out-of-scope support needs. Funding for the first year of the agreement is included in the FY 2024-2025 Operating Budget, and will be included in future budgets for the duration of the agreement.
