Three-Year Maintenance and Licensing Agreement with Granicus
RECOMMENDED ACTION
It is recommended that the City Council authorize the City Manager to enter into a three-year agreement with Granicus Inc. for a not-to-exceed amount of $248,048 to provide maintenance and licensing for the Legislative Management Suite (Legistar), video streaming services, and Government Transparency Suite.
BACKGROUND
The City has utilized the Granicus Software Suite services since 2007 and Legistar since 2013. The Granicus Software Suite provides voting software, live video streaming, and video archiving of the City Council, Planning Commission, and City Council Advisory Committee. Granicus currently hosts historical media and documents related to the City’s public meetings that assist staff in efficiently creating and delivering content to Hesperia residents in an easily accessible manner. Legistar provides an electronic agenda solution and an online portal for the public to access all City Council agenda materials. In addition, the Government Transparency Suite allows the City to remain in compliance with transparency regulations, and easily serve Freedom of Information Act requests.
ISSUES/ANALYSIS
Considering another service provider would involve a lengthy and time-intensive effort to migrate from the existing platform. Establishing an updated maintenance and licensing agreement will ensure product stability and support for a three-year term.

Financial Health: Maintain a balanced budget and adequate reserves.
FISCAL IMPACT
Funding for this agreement is included in the Fiscal Year (FY) 24-2025 Operating Budget and will be included in the Information Technology Division budgets for the duration of the agreement.
