BACKGROUND
Based on recent traffic collision history, the City has determined the need to install a traffic signal at the intersection of Main Street and Sultana Street/Timberlane Avenue. The City successfully obtained a Highway Safety Improvement Program (HSIP) grant in the amount of $899,300 for the intersection improvements, which include the installation of a traffic signal, widening to construct Americans with Disabilities Act (ADA) ramps, and the construction of curbs, gutters, and sidewalks at the intersection approaches.

The improvements are expected to improve traffic flow and enhance safety along Main Street and in the local community.

ISSUES/ANALYSIS
This project was advertised for bids on May 21, 2024. Over 500 contractors were notified about the project through Public Purchase, the City’s online bidding platform, and cold calling. On June 24, 2024, bids were received from one contractor. The bid results for the project were as follows:

DBX, Inc. - Temecula, CA: $1,665,171
Staff reviewed the bid, evaluating accuracy, costs, experience, and references. Staff recommend awarding the subject project to the responsive and responsible bidder, DBX, Inc., based on their respective pricing, scope of work, and qualifications. DBX, Inc. has over 50 years of experience and has delivered successful projects in Redlands, Colton, Apple Valley, and other cities. As As specified in the bid documents, the contractor must execute and return the contract, along with other required documents, within ten calendar days of receiving this Notice to Award.

Construction is anticipated to begin in September 2024.

In addition, due to the rigorous and time-consuming document control requirements for federally funded projects, City staff solicited proposals from the City’s on-call consultants to provide construction project management and inspection services for the duration of the project, totaling $177,638, plus a 10% contingency amount of $17,763 for a not to exceed total of $195,401.
