Attachment 5Attachment 5EXHIBIT A – SCOPE OF EXPENDITURES Attachment 5
Attachment 5
APPLIES TO AGREEMENT ARPA21-PRJC-053-HES BETWEEN SAN BERNARDINO COUNTY AND CITY OF HESPERIA RELATED TO THE CORONAVIRUS LOCAL FISCAL RECOVERY FUND FOR LOCAL GOVERNMENTS The following is the mutually agreed upon scope of expenditures to be funded by the American Rescue Plan Act of 2021 (ARPA) Coronavirus Local Fiscal Recovery Fund (CLFRF) received by San Bernardino County:
Hesperia Ranchero Road Corridor Project: The Ranchero Road Corridor Project consists of various improvements to Ranchero Road including the widening of Ranchero Road from two lanes to four lanes in each direction from Mariposa to Seventh Avenue. In order to accommodate additional lanes, the bridge crossing the Department of Water Resources (DWR) aqueduct will be removed and replaced with a new structure to accommodate the ultimate future configuration of three lanes in each direction. While the new bridge is a vital component to traffic circulation, the bridge phase of the project includes catch basin inlets, a new storm drain pipe within the bridge and a detention basin to address multiple longstanding issues related to stormwater flows in the vicinity of the aqueduct as well as upsizing the potable water pipeline in the bridge. This funding will be used towards this integral part of the project, which provides several benefits such as:
Significantly reducing sediment from entering the aqueduct, which has been a long-term issue which results in costly maintenance to the aqueduct as well as limiting capacity of the State Water Project (SWP) water supply and efficiency of SWP deliveries.
Improving the capacity of the aqueduct, as the current bridge is too low and limits the amount of water that can pass through the aqueduct at any given time. This has also been a concern for aqueduct maintenance through this area since most equipment cannot fit in the confined space under the existing bridge.
Conveying storm water through a storm drain pipe in the new bridge rather than storm flows directly discharging to the aqueduct, which improves water quality by eliminating contaminants from entering the water supply. Further, this mitigates damage to the canal and DWR maintenance roads.
Enhancing potable water conveyance.
Construction for the entire project is estimated to be $18.7 million which includes the demolition of the old existing bridge.
Not-to-exceed amount of expenditures described in 1, above, obligated during the period of July 16, 2024 and December 31, 2024 and expended on or before December 31, 2026 is $750,000.
The following is the list of projected expenditures that will be funded by the CLFRF for the scope identified in 1, above:
