Baker Tilly Contract Amendment

RECOMMENDED ACTION
It is recommended that the City Council authorize the City Manager to approve an amendment to the existing contract with Baker Tilly for an additional $6,700, for a revised not-to-exceed contract amount of $56,200 to develop the citywide strategic plan.

BACKGROUND
The City contracted with Baker Tilly last fiscal year to update the City’s mission statement, goals, and concise values. The City Council, City Manager, City Attorney, and other members of the executive team participated in a successful goal-setting workshop on March 20, 2024. At the conclusion of the March workshop, the City Council, with concurrence of the City Manager, supported the next-step development of a strategic plan, including an aspirational vision statement and an Implementation Action Plan template.

ISSUES/ANALYSIS
The City of Hesperia is in the process of developing a new strategic plan. Once the plan is adopted, it is important to track progress and outline how the plan will be implemented. The strategic planning team will develop the Implementation Action Plan (IAP) to guide City staff to successfully implement the plan. Having a comprehensive IAP is the best way to ensure that the content of the strategic plan gets integrated into the work of Hesperia and into future budgets. The IAP template will contain elements subject to modification based on discussion with staff. Elements include key tasks, a timeline with start and completion dates, resources needed and currently available and milestones. The goals and strategies will then be placed into the template, at which time Baker Tilly will prepare guidelines for City staff to use in completing the details of the IAP. The IAP will be considered a “living” document, to be used in ongoing reporting and accountability.
