SUBJECT:
American Rescue Plan Act (ARPA) Grant Equipment Procurement – One Case Backhoe
RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Water District authorize the City Manager to enter an agreement with Sonsray Machinery, LLC. for the purchase of one (1) 2024 Case Backhoe in the not-to-exceed amount of $185,000.
BACKGROUND
A new backhoe is needed to replace unit 2245 which is thirty-five years old. The current backhoe has reached the end of its useful life as annual costs attributed to maintaining the asset exceed salvage value. Units requiring higher-than-expected lifetime maintenance costs to remain operational are recommended for replacement. This unit includes a tier 4 final engine that will allow the City to remain in compliance with the California Air Resources Board (CARB) during future years.
ISSUES/ANALYSIS
Hesperia Public Works requested a quote for one (1) Case backhoe on August 6, 2024, which was provided in the amount of $184,537. Case is the sole manufacturer compatible with various attachments used to provide City services, including couplers, brooms, rakes, buckets, grapples, and rippers. Using a different manufacturer other than Case would create compatibility issues and require retrofit hardware.
The City has identified available American Rescue Plan Act (ARPA) Grant funds that are an eligible funding source for the Backhoe equipment purchase. In addition, the backhoe is currently being manufactured and is anticipated to be available for delivery in October.
CITY GOAL
Public Safety: Ensure public safety resources adequately protect our community.
Financial Health: Maintain a balanced budget and adequate reserves.
FISCAL IMPACT
ARPA Grant funding in the amount of $185,000 has been identified for the proposed purchase of the 2024 Case Backhoe. If approved an amendment to the FY2024-25 Budget will be presented at the First Quarter to appropriate the necessary funds.
