SUBJECT:

American Rescue Plan Act (ARPA) Grant Equipment Procurement – Thirty Remote Pressure Monitoring Units

RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Water District authorize the City Manager to enter into an agreement with Ferguson Waterworks for the purchase of thirty (30) remote pressure monitoring units in the not-to-exceed amount of $127,100.

BACKGROUND
Throughout the District’s service area there are twenty-two (22) pressure reducing stations. Each pressure reducing station contains a primary and secondary valve that reduces high pressure created by the natural topography. When pressure reducing valves experience failure, they allow for the high pressure to bypass the valve and continue downstream into the distribution system. This high pressure creates stress on the distribution system and can damage plumbing systems.

The proposed remote pressure monitoring units are capable of alerting staff when predefined high or low pressures are encountered, minimizing the City’s response time to remediate pressure issues. The remote pressure monitoring units communicate via cellular technology and can send text messages and email notifications to staff. The units can detect and record transient pressure surges by collecting up to 256 samples per second. The eight (8) additional pressure monitoring units will be deployed as needed to assist with resolving pressure complaints and collection of data to assist with future commercial and industrial development.

ISSUES/ANALYSIS
Hesperia Public Works released Request for Bid (RFB) 2024-25-006 for thirty (30) remote pressure monitoring units on August 14, 2024, soliciting bids from five (5) vendors. The bid closed on August 29, 2024, with one (1) response received. Staff recommends awarding the bid to Ferguson Waterworks, who have been deemed the lowest responsive / responsible vendor with a total bid amount of $127,037.25.

The City has identified available American Rescue Plan Act (ARPA) Grant funds that are an eligible funding source for the remote pressure monitoring units.

CITY GOAL SUPPORTED BY THIS ITEM
Public Safety: Ensure public safety resources adequately protect our community.

Financial Health: Maintain a balanced budget and adequate reserves.

FISCAL IMPACT
ARPA Grant funding in the amount of $127,100 has been identified for the proposed purchase of the thirty (30) remote pressure monitoring units. If approved, an amendment to the FY 2024-25 Budget will be presented at the First Quarter Budget Review to appropriate the necessary funds.
