SUBJECT:
American Rescue Plan Act (ARPA) Grant Equipment Procurement – Fourteen Reservoir Mixers
RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Water District authorize the City Manager to enter into an agreement with Doane & Hartwig Water Systems for the purchase of fourteen (14) reservoir mixers manufactured by Tidal Wave in the not-to-exceed amount of $162,000.
BACKGROUND
The District currently operates and maintains fourteen (14) reservoirs that store potable water to meet the demands of the distribution system. The reservoirs range in size from 1.5 million gallons to 5 million gallons in capacity. Due to thermal stratification caused by heat generated from the sun, warmer water floats to the top of tank, while colder, denser water remains at the bottom. The warmer water remains at the top of the tank and ages as it becomes stratified. As water ages, it loses its chlorine residual and disinfection capabilities, creating a favorable environment for the growth of microorganisms.
Adding reservoir mixers will eliminate any stratification within twenty-four hours of installation. The resulting uniform water temperature will eliminate stratification and ensure adequate chlorine residuals are maintained, further improving the City’s superior water quality.
ISSUES/ANALYSIS
Hesperia Public Works released Request for Bid (RFB) 2024-25-005 for fourteen (14) reservoir mixers on August 14, 2024, soliciting bids from three (3) vendors. The bid closed on August 27, 2024, with three (3) responses received. Staff recommends awarding the bid to Doane & Hartwig Water Systems who have been deemed the lowest responsive / responsible vendor with a total bid amount of $161,892.50.
The City has identified available American Rescue Plan Act (ARPA) Grant funds that are an eligible funding source for the reservoir mixer purchases.
