SUBJECT:

American Rescue Plan Act (ARPA) Grant Equipment Rehabilitation – Five Water Production Wells

RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Water District (District) authorize the City Manager to approve an amendment of $1,500,000 to the existing contract with General Pump Company for a not-to-exceed amount of $1,665,032 for the rehabilitation of five (5) water production wells.

BACKGROUND
The Hesperia Water District currently maintains fifteen (15) active wells and one (1) standby well that supplies potable water to its customers. No less than every two years, each water production well is tested by Southern California Edison to determine operating efficiency. The most recent results indicate that the District’s wells operate in a range of “Fair” to “Excellent” based upon industry standards established by the Public Utilities Commission.

Staff proposes that five wells determined to be operating within the “Fair” range be rehabilitated to improve efficiency which will reduce operating run time resulting in a cost savings. Based on the results of the efficiency test report generated by Southern California Edison, the District could potentially save up to $100,000 per year. Performing preventative maintenance will allow staff to schedule the rehabilitation during a time when water demand is minimal and will reduce the likelihood for failure when demand is at its peak during the summer months.

ISSUES/ANALYSIS
With the previous agreement for water pump repair services having ended June 30, 2024, the current agreement with General Pump Company was approved by the Board of Directors at the meeting held on August 6, 2024. The agreement only included funding to cover minor repairs and preventative maintenance. Staff recommends amending the contract with General Pump Company who was deemed the lowest responsive /responsible vendor.

CITY GOAL SUPPORTED BY THIS ITEM
Public Safety: Ensure public safety resources adequately protect our community.

Financial Health: Maintain a balanced budget and adequate reserves.

FISCAL IMPACT
ARPA Grant funding in the amount of $1,500,000 has been identified for the proposed rehabilitation of five (5) water production wells. If approved, an amendment to the FY2024-25 Budget will be presented at the First Quarter Budget Review to appropriate the necessary funds.
