SUBJECT:

American Rescue Plan Act (ARPA) Grant Vehicle Procurement – Two Super-Duty Trucks With Cranes

RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Water District authorize the City Manager to enter into an agreement with Ken Grody Ford for the purchase of two (2) 2024 Ford F-550’s with Scelzi utility bodies and cranes in the not-to-exceed amount of $263,200.

BACKGROUND
Service trucks are essential for maintaining and repairing infrastructure. Procuring two additional vehicles will help reduce downtime and increase productivity. They are designed to navigate narrow streets and operate in confined spaces. The cranes facilitate the lifting and maneuvering of tools and equipment for on-site repairs. They are also designed for quick setup and multiple jobs per day which enhances efficiency. Crane trucks can carry all necessary equipment on board, minimizing traffic disruption by reducing the need for additional support vehicles.

ISSUES/ANALYSIS
Hesperia Public Works released Request for Bid (RFB) 2024-25-003 for two (2) service trucks with cranes on August 14, 2024, soliciting bids from eight (8) dealerships both locally and out of the area to maximize bid response. The bid closed on August 28, 2024 with one (1) response received. Staff recommends awarding the bid to Ken Grody Ford who have been deemed the lowest responsive / responsible vendor with a total bid amount of $263,163.19.

The City has identified available American Rescue Plan Act (ARPA) Grant funds that are an eligible funding source for the truck purchases.

CITY GOAL SUPPORTED BY THIS ITEM
Public Safety: Ensure public safety resources adequately protect our community.

Financial Health: Maintain a balanced budget and adequate reserves.

FISCAL IMPACT
ARPA Grant funding in the amount of $263,200 has been identified for the proposed purchase of the two (2) 2024 Ford F-550 crane trucks. If approved, an amendment to the FY 2024-25 Budget will be presented at the First Quarter Budget Review to appropriate the necessary funds.
