SUBJECT:

Contract with Badger Meter, Inc.

RECOMMENDED ACTION
It is recommended that the Board of Directors of the Hesperia Water District authorize the City Manager to enter into a three-year contract with Badger Meter, Inc. in the not-to-exceed amount of $785,000 for the monthly fees associated with cellular service and data hosting for the Advanced Metering Infrastructure (AMI) program.

BACKGROUND
In 2015, the Hesperia Water District began installing the Badger AMI system as the replacement to the Automated Meter Reading (AMR) program which was discontinued. The AMI network consists of a cellular endpoint that is wired to the water meter register. The water meter register communicates with these endpoints, and the endpoints transmit this information to the cloud hosted software.

As of July 1, 2024, the District has completed the installation of 22,725 endpoints, approximately 81% of the meters within the District’s service area. Staff anticipates installing 2,805 additional endpoints in Fiscal Year 2024-25, bringing the project completion to 91%. This process eliminates the need for a Meter Reader to obtain bimonthly readings, allowing staff to prioritize customer service calls and focus on the meter replacement program.

ISSUES/ANALYSIS
With the previous agreement for the AMI program having ended June 30, 2024, staff solicited a new quote from Badger Meter, Inc. to establish a new three-year contract. Having an established contract secures pricing over the duration of the contract. Badger Meter, Inc. is the sole source provider of this service as it is proprietary with their AMI program and water meter infrastructure.
