American Rescue Plan Act (ARPA) Grant Equipment Procurement – One 10-12 Yard Dump Truck
RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Water District authorize the City Manager to enter into an agreement with Westrux International for the purchase of one (1) 2024 International HV607 10–12-yard dump truck in the not-to-exceed amount of $191,289.
BACKGROUND
There is currently a shortage of 10-12 yard dump trucks available to the District, required for the transportation of bulk materials like asphalt, gravel, sand, and debris between various job sites and the public works yard. Renting dump trucks, as has been done in the past, can prolong response time when residents are without water or when leaks are affecting the community. During natural disasters, they are crucial for aiding in clean-up efforts to protect the vital infrastructure as well. Their hydraulic systems make it easy to unload materials quickly and efficiently, making them a valuable asset.
ISSUES/ANALYSIS
Hesperia Public Works released Request for Bid (RFB) 2024-25-011 for one (1) 10-12 yard dump truck on August 21, 2024, soliciting bids from three (3) vendors both locally and out of the area to maximize bid response. The bid closed on September 5, 2024 with three (3) responses received. Staff recommends awarding the bid to Westrux International who have been deemed the lowest responsive / responsible vendor with a total bid amount of $191,288.82.
The City has identified available American Rescue Plan Act (ARPA) Grant funds that are an eligible funding source for the dump truck.

FISCAL IMPACT
ARPA Grant funding in the amount of $191,289 has been identified for the proposed purchase of the one (1) dump truck. If approved, an amendment to the FY 2024-25 Budget will be presented at the First Quarter Budget Review to appropriate the necessary funds.
