American Rescue Plan Act (ARPA) Grant – Citywide Sidewalk Repair
RECOMMENDED ACTION
It is recommended that the City Council authorize the City Manager to enter into an agreement with H L Hitchcock Construction to repair or replace sidewalks in seventeen (17) locations citywide in the amount of $109,190 and approve an additional 10% contingency of $10,919 for a not to exceed amount of $120,109.
BACKGROUND
Seventeen (17) sidewalk locations citywide have been identified to be in need of repairs or replacement. Sidewalks are an important part of the City’s infrastructure that allows our residents a walking path to navigate around the community to reach needed services. Damaged sidewalks can be difficult to transverse and can create problems for children, seniors, the blind, or others with special needs. All pedestrians benefit from safe sidewalks.
ISSUES/ANALYSIS
The Public Works Division released a Request for Bid (RFB) on September 4, 2024, for the repair or replacement of sidewalks citywide at seventeen (17) locations. Bids closed on September 26, 2024, with one (1) response received. Staff recommends awarding the bid to H L Hitchcock Construction, which has been deemed the lowest responsive/responsible vendor with a total bid amount of $109,190.

FISCAL IMPACT
American Rescue Plan Act (ARPA) Grant funding in the amount of $120,190 has been identified for this project to repair or replace sidewalks in seventeen (17) locations citywide. The City has identified available American Rescue Plan Act (ARPA) Grant funds as an eligible funding source for the sidewalk repairs.
If approved, an amendment to the fiscal year 2024-25 budget will be presented at the mid-year Budget review to appropriate the necessary funds.
