American Rescue Plan Act (ARPA) Grant Equipment Procurement – One Wheel Loader
RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Water District authorize the City Manager to enter into an agreement with Sonsray Machinery, LLC. for the purchase of one (1) 2024 Case 621G wheel loader in the not-to-exceed amount of $201,360.
BACKGROUND
Wheel loaders are excellent for loading and transporting materials such as debris, gravel, and soil. This unit is also suitable for various infrastructure projects, such as laying pipes, due to its ability to handle heavy loads. The City currently possesses two (2) wheel loaders, the oldest being twenty-one (21) years old. This purchase will allow access to three units, with one used as a spare, alleviating downtime if one asset requires maintenance.
ISSUES/ANALYSIS
Hesperia Public Works released Request for Bid (RFB) 2024-25-010 for one (1) wheel loader on August 21, 2024, soliciting bids from three (3) vendors. The bid closed on September 4, 2024 with three (3) responses received. Staff recommends awarding the bid to Sonsray Machinery, LLC. who have been deemed the lowest responsive / responsible vendor with a total bid amount of $201,360.

FISCAL IMPACT
The City has identified available American Rescue Plan Act (ARPA) Grant funds that are an eligible funding source for the wheel loader.
ARPA Grant funding in the amount of $201,360 has been identified for the proposed purchase of one (1) wheel loader. If approved, an amendment to the FY 2024-25 Budget will be presented at the First Quarter Budget Review to appropriate the necessary funds.
