SUBJECT:
American Rescue Plan Act (ARPA) Grant Equipment Procurement – Sixteen Chlorinators
RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Water District authorize the City Manager to enter into an agreement with Doane and Hartwig Water Systems for the purchase of sixteen (16) Constant Chlor MC-4 chlorinators in the not-to-exceed amount of $260,939.
BACKGROUND
Chlorination units are necessary for the disinfection of the City’s potable water supply. Calcium hypochlorite, a solid form of chlorine, is added to a storage tank where water is introduced. This creates a liquid chlorine solution which is injected into the potable water supply. The speed rate of the pump within the chlorination unit is adjusted to ensure adequate disinfection levels are achieved.
The current infrastructure is over 20 years old and has surpassed its useful life expectancy. The current system is experiencing frequent failure which requires the well to be taken out of service until repairs are made. The cost effective Constant Chlor System provides reliable chlorine solutions for both private and public municipal applications including water reclamation facilities, water treatment plants, remote wells, wastewater plants, and booster stations. The system will consistently deliver liquid available chlorine for disinfection applications to prevent the formation of coliform bacteria.
ISSUES/ANALYSIS
Hesperia Public Works released Request for Bid (RFB) 2024-25-004 for sixteen (16) chlorinators on August 21, 2024, soliciting bids from the two (2) vendors that sell this product. The bid closed on September 11, 2024, with both vendors responding. Staff recommends awarding the bid to Doane and Hartwig Water Systems who have been deemed the lowest responsive / responsible vendor with a total bid amount of $260,939.
The City has identified available American Rescue Plan Act (ARPA) Grant funds that are an eligible funding source for the chlorinators.
