SUBJECT:

American Rescue Plan Act (ARPA) Grant Vehicle Procurement – (1) Combination Truck

RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Water District authorize the City Manager to enter into an agreement with Haaker Equipment Company for the purchase of one (1) 2025 Vactor Freightliner 2112 in the not-to-exceed amount of $711,716.

BACKGROUND
The new combination truck is needed to replace unit 1121 which is seventeen years old and requires a Diesel Particulate Filter (DPF), annual filter cleaning, and biannual opacity testing to remain compliant with the California Air Resources Board (CARB). The current combination truck has reached the end of its useful life as annual costs attributed to maintaining the asset exceed salvage value. Those units that require higher than expected lifetime maintenance costs to remain operational are recommended for replacement.

ISSUES/ANALYSIS
Hesperia Public Works requested a quote for one (1) Vactor truck on August 28, 2024, which was provided in the amount of $711,716. Vactor is a sole source product manufactured, sold, and distributed exclusively by Haaker Equipment Company. It is recognized as the industry standard for combination trucks in the market. The District has only operated Vactor trucks to provide City services. Staff is familiar with Vactor manufactured vacuum trucks and parts for these trucks can be attained locally.

Vactor trucks are known for their innovative features and advanced technology. This includes their new patented rapid deployment boom which telescopes out 10 feet and extends the debris hose down 15 feet, eliminating the need for additional suction tubes. This makes them more efficient and effective for cleaning and maintaining sewer and stormwater systems. This reduces expenditures, increases productivity, decreases downtime, and improves the overall quality of services to both citizens and businesses.

The City has identified available American Rescue Plan Act (ARPA) Grant funds that are an eligible funding source for the equipment.

CITY GOAL SUPPORTED BY THIS ITEM
Public Safety: Ensure public safety resources adequately protect our community.

Financial Health: Maintain a balanced budget and adequate reserves.

FISCAL IMPACT
ARPA Grant funding in the amount of $711,716 has been identified for the proposed purchase of the one (1) vactor. If approved, an amendment to the FY 2024-25 Budget will be presented at the First Quarter Budget Review to appropriate the necessary funds.
