SUBJECT:

American Rescue Plan Act (ARPA) Grant Equipment Procurement – Closed Circuit Television Truck

RECOMMENDED ACTION
It is recommended that the City Council and Board of Directors of the Hesperia Water District authorize the City Manager to enter into an agreement with Plumbers Depot for the purchase of one (1) closed-circuit television (CCTV) inspection vehicle in the not-to-exceed amount of $481,008.

BACKGROUND
Sewer lines require regular maintenance in order to function properly. Assessing the condition of sewer lines by CCTV alerts staff to areas that may require more frequent maintenance or replacement, depending upon the severity of the deficiency. City staff proactively inspect all sewer mains on a triennial frequency to assess and prioritize maintenance and capital improvement projects. The City’s sanitary sewer system consists of one-hundred and fifty-nine (159) miles of pipeline, six thousand (6,000) lateral lines, and two thousand and five hundred (2,500) manholes.

The Sewer division’s current CCTV inspection vehicle was purchased in 2014 and has reached its useful life expectancy. The proposed CCTV inspection vehicle includes several technological advancements and safety features not found in the current model. Additionally, the proposed inspection vehicle includes a sewer lateral camera that will allow staff to inspect lateral lines up to distances of 100’ from the main camera system.

ISSUES/ANALYSIS
Hesperia Public Works requested a quote for one (1) CCTV inspection vehicle on October 16, 2024, which was provided in the amount of $481,007.09 The proposed CCTV inspection vehicle is a sole source product manufactured by CUES, which is exclusively sold and distributed by Plumbers Depot. The District has only operated CUES CCTV inspection equipment for sewer inspections. Staff is familiar with CUES manufactured CCTV equipment and parts for the system can be attained locally.

Staff recommends entering into the agreement with Plumbers Depot who has been determined to be the only provider of this equipment in the amount of $481,008.

The City has identified available American Rescue Plan Act (ARPA) Grant funds that are an eligible funding source for the CCTV inspection vehicle.

CITY GOAL
Public Safety: Ensure public safety resources adequately protect our community.

Financial Health: Maintain a balanced budget and adequate reserves.

FISCAL IMPACT
ARPA Grant funding in the amount of $481,008 has been identified for the proposed purchase of the CCTV inspection vehicle. If approved, an amendment to the FY 2024-25 Budget will be presented at the mid-year Budget Review to appropriate the necessary funds.
