American Rescue Plan Act (ARPA) Grant – City Wide Sidewalk Repair
RECOMMENDED ACTION
It is recommended that the City Council authorize the City Manager to enter into an agreement with H L Hitchcock Construction to repair or replace sidewalks in twenty-five (25) locations city-wide for a not-to-exceed amount of $182,061, which includes a 10% contingency.
BACKGROUND
Citywide, twenty-five (25) sidewalk locations have been identified as needing repairs or replacement. Sidewalks are a vital part of our city’s infrastructure that allows our residents a safe walking path to navigate around our community to reach needed services. Damaged sidewalks can be challenging to transverse and can create problems for children, seniors, individuals who are visually impaired, or others with special needs. All pedestrians benefit from safe sidewalks.
ISSUES/ANALYSIS
The Public Works Division released Request for Bid (RFB) on October 30, 2024, for repair or replacement of sidewalks citywide at twenty-five (25) locations. Bids closed on November 18th with four (4) responses received. Staff recommends awarding the bid to H L Hitchcock Construction who have been deemed the lowest responsive/responsible vendor with a total bid amount of $165,510.
The City has identified available American Rescue Plan Act (ARPA) Grant funds that are an eligible funding source for sidewalk repairs.

FISCAL IMPACT
American Rescue Plan Act (ARPA) Grant funding in the amount of $182,061 has been identified for this project to repair or replace sidewalks in twenty-five (25) locations citywide. If approved, an amendment to the Fiscal Year 2024-25 Budget will be presented at the Mid-Year Budget Review to appropriate the necessary funds.
